Staffing Procurement Analyst

Position Summary
Centralize all contingent workforce recruiting for Washington Operations by collaborating with hiring managers and approved vendors to attract highly qualified candidates within strict turn-around times. Cultivate vendor relationships, conduct contract negotiations, source, and screen, select, and onboard/off board all contractors under established guidelines. Additionally, the Procurement Analyst, Contingent Labor will maintain associated administrative documentation and will work with department contract/contingent staff budgets to support financial goals.


-$25-$28/hr. hours paid for hours worked

-Contributory benefits offered for enrollment. 

-6 Month Contract with expectation to convert to perm employee after contract period 

Full time 40 hours/ week commitment. Core Business hours M-F. 

 Position Accountabilities 
  • Work with vendors and managers. 
  • Post job requisitions in VMS (VNDLY)
  • Provide feedback to vendors on candidates
  • Coordinate interviews between vendor candidaates and hiring managers
  • Qualify functional and technical business requirements, source candidates, screen, and select.
  • Provide analysis, feedback and recommendations to management and appropriate staff during the procurement of contingent labor.
  • Establish relationships with suppliers, independent contractors, and internal customers, including Finance and Legal. 
  • Plan and conduct business reviews with internal customers and external suppliers.
    Administer systems used in Contingent Workforce included but not limited to the Vendor Management System (VNDLY) and our Agency of Records System (“ ATOM”).
    Contribute to the formulation, standardization and implementation of policies and procedures related to contingent labor including temporary workers and Independent Contractors. 
  • Leverage market expertise to benchmark and innovate to ensure service excellence.
  • Research and evaluate issues and problems and make recommendations for correction and process improvement. 
  • Collaborate with other operating units to maintain productivity and ensure achievement of department and organizational objectives.
  • Review, negotiate, and administer Master Services Agreements, Statements of Work, Contract Amendments and Addenda; ensure compliance with all contractual terms and conditions.
  • Must be able to commute onsite to Washington D.C. 3 days/ week (no exceptions!)
  • Must be a US Citizen, GC EAD, or GC Holder to be considered. 
  • No C2C arrangements.
  • College degree preferred. 
  • 2+ years of related experience; an advanced degree may be substituted for work experience.
  • Demonstrated expertise with Microsoft Office software such as Excel.
  • Excel- Monthly reporting, spreadsheets, montly invoice reports. 
  • Experience with one or more of the following is highly desired but not required: VNDLY, PeopleSoft, Basware, LaserFiche, DocuSign, and Contract and Vendor Management software is highly desired.

This position will be  based out of client’s Washington D.C.  office. All of our clients employees work a hybrid work schedule, consisting of working onsite, three days per week. Employees are in the office on Tuesday and Wednesday with the third in-office day scheduled in consultation with the manager. While always welcome to work in the office, employees may work the other two days of the week from a location of their choice. New employees are immediately eligible for this hybrid work arrangement
